Committee continues educator preparation rule and approves update to student toilet-training rule

Two additional rules were considered and advanced by the committee.
R277-303 (Educator Preparation Programs): Staff proposed a single substantive amendment to allow a consortium of accredited private schools to operate a shared APPLE (Alternate Pathways to Licensure and Educator preparation) program. Presenters said this change responds to requests from private schools seeking to share the administrative lift of operating an APPLE program; staff indicated capability to manage the additional oversight. The committee voted to continue and approve the rule for another five years, including the amendment, and forwarded it to the full board for continuation and final approval.
R277-631 (Student Toilet-Training Requirements): The committee updated the rule to reflect recent legislative changes that extended the statute’s enrollment-related questions beyond kindergarten to any K–12 enrollment. Staff clarified implementation years, added language about special-education considerations, and removed language about LEA policies that statute had superseded. Members discussed how LEAs should handle enrollment denials for students at or above mandatory-school age and the need to consider other services when enrollment cannot be denied. The committee approved the amended draft on first reading and forwarded it to the full board for final approval.
Both items were approved unanimously by the committee and forwarded to the full board.
