Committee renames early-learning grant rule and converts grant language to early literacy coaches

The committee amended R277236 to reflect the end of the professional-learning grant program and to refocus the rule on early literacy coaches. Committee members removed grant-specific language and struck references to the Center for Strategic Improvement, which no longer operates.
Staff noted that while the grant program is no longer funded, the literacy-coach positions remain and that placement decisions should no longer rely on the KEEP assessment (which LEAs are not required to administer). The committee approved an amendment striking two lines referencing the defunct center and later amended the rule name to read “Early Literacy Coaches.”
Committee members approved a final motion to continue R277236 (as amended) and forward it to the full board for approval on second and final reading. The committee recorded unanimous approval for the amended rule.
The committee clarified the distinction between the now-repealed grant authority and ongoing literacy-coach staffing and noted USBE’s role in placing or allocating coaches to LEAs under the revised rule language.
