Staff explained that the legislature removed the preapproval requirement for local early-learning plans and revoked the requirement that plans be reported on a specific digital platform. As a result, the rule was amended to require that plans be submitted by August 1 and to require LEAs to present their plan in an open and public board meeting and report outcomes from the previous year.
The agency also updated the rule to reflect a change in the timing for system-of-support placement: an LEA that fails to meet goals will enter the state system of support after one year of unmet goals rather than two. Staff confirmed assessment-score reporting remains required through the existing assessment data-management submissions (reading and math benchmark systems).
Committee members asked clarifying questions about platform reporting and the mechanism for submitting assessment data; staff said assessment results will continue to be reported via the state data system and that the agency is updating the early-learning plan structure to include an end-of-year feedback survey.
The committee approved R277406 on first reading and forwarded it to the full board for second and final reading.
