Canyon Grove’s request was presented as arising from changes to the Utah Fits All scholarship program enacted during the 2025 legislative session; staff said Canyon Grove also has the support of the State Charter School Board. Valley Academy’s request resulted from a clerical error: paperwork filed with the state charter school board initially reflected a 2026–27 approval date rather than 2024–25, meaning the school missed the October 1 reporting deadline. The committee approved Valley Academy’s waiver and forwarded it to the board; the motion recorded four votes in favor and one abstention from board member Lear.
The committee did not take additional substantive conditions or amendments on either waiver; staff and legal counsel were available to answer committee questions prior to the motions.
