Nolan of the Fiscal Office said the most recent draft anticipated as many as eight of 11 council members could be eligible for per diem payments, with up to four meetings; estimated fiscal exposure for per diems and minimal administrative costs was under $5,000, and department staff indicated routine support and website hosting could be absorbed within existing budgets.
Committee member Zahn moved to approve H.46 (version 2.1). The clerk called the roll; the vote was recorded as 10‑0 in favor. Representative Garifano will report the bill when it moves to the calendar. The act’s effective date would be July 1, 2026, and the committee noted the bill will proceed through the Senate next year.
