Committee counsel Eric Fitzpatrick of the Office of Legislative Council told members they could vote on a not-yet-finalized 8.1 because the editorial staff was still proofing the current document. "we can't immediately produce an 8.1 right now because it is current the version 7.1 is currently being edited and proofed by the by our editorial staff. So they are in the document making changes as we speak," Fitzpatrick said. He added: "So you can certainly just vote, and say, well, we're voting on version 8.1. And 8.1 will be the edited version with, section 37 struck and the remaining sections renumbered appropriately."
A committee member moved to concur with the further amendments and adopt draft number 8.1 (to strike Section 37 and renumber remaining sections); another member seconded the motion. The motion carried with a recorded tally of five yes votes and zero no votes.
After the vote the chair designated Representative Barbara (first name not specified in the transcript) to take the lead on the edited draft and said members would divide responsibility for speaking to individual sections; Zach was named to speak to some sections. Fitzpatrick said he would send the proof version electronically to Nate and would cc Barbara and Martin so members could review the edited text once it is available.
Committee members discussed scheduling related business: the committee plans to consider S12 next week (timing to be finalized pending other calendar items), and staff reported S45 (described in the transcript as a "right to farm" item) remains under development and is likely to stop in the Senate Environment Committee.
