Hamilton County holds final public hearing on HUD annual action plan; Habitat voices support for homeownership and repair

County Community Development Division staff opened the second and final public hearing on the 2025 HUD annual action plan on May 1, 2025, explaining the county administers approximately $5 million in HUD formula grants (CDBG, HOME, ESG) and must submit an annual plan that outlines funded activities.
Katie Valley, senior program manager in the Community Development Division, said the county’s citizen comment period began March 31 and runs through May 2. Valley reminded the public the county will have 60 days to submit a final plan to HUD after receiving its annual allocation; staff will return to the board with the finalized plan for review before submission.
Joe Hansbauer of Habitat for Humanity of Greater Cincinnati testified in support of the plan and thanked county staff. He told the board Habitat remains committed to homeownership and critical home repair and said the county’s process was “very well documented, very well communicated.” Hansbauer noted Habitat builds and repairs homes across multiple states and 150 municipalities and singled out Hamilton County staff responsiveness as a reason Habitat enjoys working in the county.
At the close of the hearing, a board member moved and commissioners voted to close the public hearing so written comments can be accepted through May 2 and staff can finalize the plan once the HUD allocation is announced. County staff said written comments can be submitted in person or by email per instructions on the county website.
