Rockingham County approves IAQ duct cleaning, medical hygiene and jail flooring contracts

Rockingham County commissioners on May 1 approved vendor contracts for indoor air quality duct cleaning, medical-hygiene services in the jail booking and administrative areas, and replacement flooring in the county jail.

The actions were presented by the senior director of facilities, planning and IT and approved by motion: an IAQ duct-cleaning contract not to exceed $7,700; a medical-hygiene contract for the department of corrections booking and administrative areas not to exceed $10,142; and an award for replacement of jail flooring (epoxy, rubber and tile) not to exceed $20,660.85. Commissioners also authorized a reallocation of $1,160.85 from an existing DOC HVAC balance into the jail flooring project to cover the cost difference.

Commissioners moved and seconded the items in sequence and recorded affirmative votes on each motion. The board discussed logistical challenges for jail work, including staging and partial hallway shutdowns while crews work, and noted some firms do not perform concrete work or epoxy and that passing businesses to a next generation of owners affected bid responses and pricing. The senior director said bids were received and staff recommended the lowest responsive vendors for each scope of work.

The motions were approved with recorded “yes” votes from the commissioners present. No amendments to contract scopes were made at the meeting and staff was directed to proceed with contract execution and the small budget reallocation. The items were discussed and voted during the open session under RFP openings and awards.
