County attorney proposes ordinance to license massage and spa businesses, require employee work permits

Stacy Blattman, Carroll County attorney, presented a proposed ordinance on May 1 to regulate massage and spa establishments and to require licenses for those businesses. "This is a proposed ordinance to regulate massage and spa establishments and to require licenses for those establishments and also work permits for the employees that are not licensed by the state as their massage therapists," Blattman said.
Blattman said the county has received past complaints about certain establishments and that the ordinance would give tools to code enforcement and the sheriff's department to seek remedies. "So this would give a tool to both codes enforcement and the sheriff's department to seek remedies against those establishments," she said.
Blattman compared the measure to the county's existing short-term rental (Airbnb) regulations and said while the new ordinance is not a cure-all, it could be effective in addressing some complaints. Commissioners agreed to place the proposed ordinance on the Tuesday consent agenda for formal consideration and possible introduction or first reading.
No ordinance number or final wording was adopted at the work session; the presentation was for placement on the business agenda so commissioners can review the draft language and supporting materials.
