Board clears paired comprehensive-plan amendment and rezoning so Merritt Island couple can build single-family home

The Board approved a pair of companion land-use actions on May 1 so Ryan and Sarah Lahon can build a single-family home on Merritt Island. The first action was a small-scale comprehensive plan amendment to change the future land use map designation (25SS0001); the second was a companion rezoning to RR-1 with removal of the prior BDP (25Z00002).
Commissioner Delaney moved to approve the plan amendment and rezoning; the motions carried unanimously. The applicants told the Board they have been saving to buy the lot and plan to build their first home; Sarah Lahon also noted family ties to the area and the couple said a completed neighborhood sidewalk was an important community benefit.
The Lahons presented letters from the Veronica State homeowners association (the HOA president and officers) and said the HOA supports the zoning change. The Board and staff noted the proposal was local in scale and paired as a plan amendment and rezoning so the property’s official map and zoning match before construction permits are issued.
The actions clear the way for the Lahons to proceed to final site-plan approval and permitting. Staff reminded the applicants that building permits, site-plan conditions and any infrastructure requirements must be satisfied before construction.
