Commissioners approve rezoning to allow mobile-home sales facility on 2.5 acres in District 1

The Board of County Commissioners on May 1 approved rezoning a 2.5-acre parcel in District 1 from BU1 to BU2 with a binding development plan to allow a mobile-home sales facility. Kim Rzenka, representing Wayne and Laura Brissette and contract purchaser Home Nation Cocoa LLC, told the board the company plans to relocate an existing manufactured-home sales operation from the west side of U.S. 1 to the vacant site.

Commissioner Delaney moved to approve the rezoning with a BDP; Commissioner Altman seconded and the Board voted 5-0 to approve. The applicant said the planned use would be low-impact, with display models kept on the lot and two to three visitors per day typical of the existing operation.

Staff and the applicant addressed drainage and flood concerns raised at the planning commission, noting a Florida Department of Transportation (FDOT) drainage easement along the property edge. The applicant said the proposed site plan pulls buildings further from residential property lines, includes required buffering and that an eight-foot wall and landscaping would be provided to reduce impacts to neighbors.

Planning staff told commissioners the request was consistent with the county comprehensive plan and that the corridor is commercially designated. The applicant provided an aerial map showing the existing manufactured-home sales use nearby; a Home Nation Cocoa representative was present.

The board’s approval includes conditions in the binding development plan and standard site-plan review requirements for stormwater, buffering and access. Commissioners recorded unanimous support.
