The applicant has requested annexation of about 40 acres at 1920 Shiller Avenue to allow development of a single-family residential subdivision, city staff said at the Development Review Committee meeting on April 30, 2025.
The annexation is the first step in a multi-stage approval process that will include a comprehensive plan amendment and rezoning; those subsequent applications remain pending and will follow city council action on annexation.
Dr. Jun Son, project manager, told the committee the parcel is currently used for residential and vacant land and is surrounded by low-density residential uses. "The total size of the property is, about 40 acres currently using for residential and vacant," Son said. Planning staff noted the site’s current low-density future land-use designation allows up to five dwelling units per acre; the applicant’s proposal would develop at slightly less than 2.5 dwelling units per acre, well under that density threshold.
Jonathan Hills, an attorney with Lance Law Firm representing the applicant, said the team filed a response letter addressing earlier review comments and described the annexation as the first procedural step. "This, of course, is the first step in a multi step process starting with the annexation," Hills said, noting the comp plan amendment and rezoning applications are pending.
Committee members asked no substantive questions during the presentation. City staff confirmed there were no outstanding comments from police, public works, fire, or building departments at the DRC level during the meeting. The annexation application will proceed to the city council for final action on annexation; the comp plan amendment and rezoning will follow that action per the city’s process.
The applicant will return with the rezoning and comp plan amendment applications after annexation. The DRC did not take a formal vote on annexation during the meeting and recorded no objections to forwarding the annexation to council.
