Needham committee accepts low bid for library phase 1, will seek $2.386 million at town meeting

The Permanent Public Building Committee voted April 29 to accept Tower Construction Corp.'s low general‑contractor bid of $1,624,000 for phase 1 of the Needham Free Public Library renovation and to request $2,386,000 at the town's Annual Town Meeting to complete project funding.

The bid came in well within the estimate range for the work, committee members said, and the project team told the committee the favorable bids would allow them to restore planned furniture, fixtures and equipment (FF&E) and other programmatic items that had been at risk. "The low bidder was Tower Construction Corp at 1,624,000," the project presenter told the committee. He said the average of the nine bids received was about $1.88 million and that the committee would still request the full appropriation at Town Meeting as Article 29.

Committee members emphasized the contingency and trade‑off decisions. The project presenter said the contingency on the general‑contractor package is roughly $250,000, approximately 15% of the contractor's amount. Architect Nicole (Hugh Field) described alternates that had been included in the bid in case reductions were needed; she said the alternates — including banquette seating and an alternate ceiling treatment — would have reduced function or long‑term quality and that the favorable bids let the team keep the preferred items in the base project. Rob McClain, Needham Free Public Library director and user representative, said trustees were “super excited” about the bid results and the opportunity to keep higher‑quality FF&E.

Project scope details discussed at the meeting included two large TVs, new data drops to serve them, card readers on two entrance doors, and conduit for technology to be installed by the general contractor while the town will contract separately for wiring and integration to the town's standard system. The presenters said some infrastructure work will bring new lines back to the building MDF room as required. The team also said state contract vendors will be used for certain equipment purchases.

The committee moved and seconded a motion to accept the bid and approve submitting the funding request to Annual Town Meeting. The motion passed by roll call: Lynn (Aye), Bob (Aye), George (Aye), Roy (Aye), Earhart (Aye), Rob (Aye), and Chair (Aye). The committee also approved a miscellaneous vendor invoice earlier in the meeting and took other routine administrative votes.

The committee and library trustees plan to have a Select Board member present the article at Town Meeting, with trustees and the project team available to answer questions. The presenters said the finance committee has endorsed the project. The committee did not take any further policy actions; the vote at the meeting was to accept the bid and forward the funding request to Town Meeting for final approval.
