Commissioners advance $800,000 to start Alberton sewer construction; county will seek monthly reimbursements

Williams County commissioners approved a transfer of funds on April 17 to provide a start-up balance for the Alberton sewer construction project, county staff said.
County staff said the project has funding to cover most costs but needs an on-hand account so the county can pay contractors monthly and submit for reimbursement. Staff said invoices may be large in months with heavy work; a contractor representative estimated a high month could generate a request of about $700,000.
The county had about $55,333.96 currently in the Alberton account, staff said, and the board approved a larger transfer to bring the account into a level sufficient for the contractor to continue. Commissioners moved and approved a resolution to make the transfer to the Alberton Shorefront account; the motion passed on roll call.
Why it matters: staff said moving funds into the account avoids payment delays to contractors and enables the county to seek reimbursement as invoices are submitted to grantors or other funding sources.
Schedule and logistics County staff said the contractor has mobilized, clearing and initial site work has taken place, and crews should begin pipe work in the near term as materials and weather allow. Staff and the contractor indicated a goal to have the facility in operation and begin hookups by late 2026; the transcript shows June 26, 2026, as a target completion date but staff described that date as an approximate target.
Ending Commissioners approved the transfer so the project can proceed and asked county staff to provide periodic progress reports; staff offered quarterly updates and earlier notices for any major milestones.
