Morrow County commissioners approve airport lighting upgrade, transit policies, energy contract, appropriations and levy certification

Morrow County Commissioners unanimously approved a package of operational policies, contracts and appropriations during their April 23 regular session, including a federally compatible ODOT grant for airport runway lighting, new transit policies, a contract amendment for county energy supply and requests related to a developmental disabilities levy.
The most significant action was approval of a contract with the Ohio Department of Transportation Office of Aviation (ODOT), project number 25-17, to upgrade the county airport’s antiquated runway lighting to a new LED system. County staff said the project is funded primarily by ODOT at roughly 95% with a local 5% match. Commissioners authorized the vice chairman and a fellow commissioner to sign the ODOT agreement.
Other approvals included adoption of the Morrow County Area Transit driver alcohol-testing policy (effective April 21, 2025), adoption of an Americans with Disabilities Act plan for Morrow County Area Transit (effective April 15, 2025), an amendment to the county’s electric generation master services agreement, an appropriation of $3,660 for OCOE fund 2020 operating supplies, and a resolution requesting auditor certification for a Board of Developmental Disabilities (DD) levy request. The commissioners also approved routine items: minutes of the April 21 regular session and bill payments numbered 1 through 44.
