Lucas County commissioners approve multiple festival grants, contracts and facility projects; several items tabled

The Lucas County Board of Commissioners on April 22 approved multiple economic development grants, vendor agreements, facilities leases and administrative actions during a consolidated business session. The board approved each item by roll call unless otherwise noted; two items were tabled.
Grants and economic-development approvals - $70,000 to Toledo Urban Federal Credit Union to support the 2025 African American Festival (agenda item 4) — approved by roll call. - $25,000 to Great Lakes Jazz Society for the 2025 Jazz Fest (item 5) — approved by roll call. - $50,000 to Toledo Jeep Fest Corporation for the 2025 Jeep Fest (item 6) — approved by roll call. - $24,000 to Toledo Classic Incorporated to support the Dana Open (item 7) — approved by roll call. - $40,000 to Italian Bull LLC to support the 2025 Italian Bull event (item 8) — approved by roll call. - Item 9 (economic development agreement to support the 2025 County Fair) was requested to be tabled and was tabled. - Item 10 (grant to Connect Toledo for the 2025 summer concert series) was requested to be tabled because an alternative community partner agreed to provide funding; it was tabled. - Item 11 (Mercy Health Glass City Marathon) was approved with an amendment reducing the allocation from $20,000 to $15,000. - Item 12: authorization of a two-year, $150,000 agreement (two payments of $75,000) with the Toledo Regional Chamber of Commerce to support the Toledo Area Minority Business Assistance Center (MBAC) — approved by roll call.
Administrative and facilities items - Item 13: Recorder's Office sole-source contract with Track Record (migration to a cloud image system) for $41,492.16 for 2025 — approved by roll call. - Item 14: one-year lease with All 4 Kids LLC at the Spencer Township Neighborhood Center, term 05/01/2025–04/30/2026, at $3,186.37 per month — approved. - Item 15: permission to advertise roof replacement at the Lucas County Emergency Management Services Building, estimated cost $429,000 — approved to advertise as part of the 2024 capital plan. - Item 16: permission to advertise cabling upgrades (Cat 6) at the Lucas County coroner's office, estimated cost $200,000 — approved to advertise as part of the 2024 capital plan. - Item 17: lease with the Northwest Ohio Quarter Midget Racing Association for use of the race track at the Lucas County Recreation Center, amount $546.36 — approved.
Policy and personnel items - Item 18: approval of the Lucas County local vendor preference policy (preference applies to purchases under $70,000 and expands preference to county residents and suppliers within a 50-mile radius) — approved by roll call; Commissioner Lopez led comments in support. - Items 19–22: affirmation of contracts for public defender services with Toledo Legal Aid Society for various municipal and juvenile courts for calendar year 2025 — approved. - Item 23: approval to authorize employees to use up to three hours of paid release time annually for an annual physical (renewal of current practice) — approved. - Personnel actions approved after an executive session included creation of a full-time management position for Emergency Services/Emergency Management Agency director, promotion of Abby Buckop to that director role at management salary schedule 7 ($48.08/hour), abolition of a vacant director of emergency management position, and appointments to eligibility specialist positions at $19.50/hour per presented HR recommendations.
