Lucas County holds hearing on vacating portions of Toledo Waseon Road and Clarion Avenue in Springfield Township

The Lucas County Board of Commissioners opened a public view on April 15 to consider vacating a portion of Toledo Waseon Road and a portion of Clarion Avenue in Springfield Township and then closed the hearing without taking a formal vacation vote.

The county engineer told commissioners the legal notice for the hearing was published in the Toledo Legal News on April 1, 2025 as required by the Ohio Revised Code. The engineer said the Toledo Waseon Road segment runs by the driveway serving the Douglas Company and Hoenn's Greenhouse and that the roadway is very old and “does not meet the definitions of a county road.” The engineer said the township declined ownership, and that vacation is now the next option.

The engineer said the Clarion Avenue segment follows the route of an old interurban railroad that was abandoned in the 1920s or 1930s and that the remaining roadway splits a private parcel; the owner requested vacation so the parcel would not be divided. The engineer said existing electric lines cross both segments and that any utility crossings would be converted to easements to preserve ingress and egress for the properties.

Commissioners did not record any objections in the hearing; the engineer stated the property owners were not opposed. The board closed the view at the conclusion of public statements. The engineer did not present a final motion to vacate during this meeting, and the board did not vote to approve a vacation at this time.

The matter remains pending for a future agenda item or formal resolution if the board chooses to act after the view.
