Greene County commissioners approve routine transfers, contracts, reappointments and grants

The Greene County Board of Commissioners on April 24 approved a series of routine financial transfers, contract awards, grant amendments and personnel appointments, and authorized surplus property sales.

The actions, taken during a regularly scheduled meeting, included reappropriating funds tied to bond payments and a $1,900,000 line item related to the county jail project; awarding a microsurfacing contract to Strawser Construction for county and Beavercreek roads; approving a subgrant agreement required to maintain Medicaid pass-through funding for the Department of Job and Family Services; and reappointing three members to the Family Services Planning Board.

Those items matter because they affect the county’s fiscal year accounting, maintenance of county roads and continued flow of state Medicaid-related dollars through county services. Several motions were routine approvals; staff clarified a construction payment on the Page Manor Lift Station is part of an ongoing project rather than a final loan payoff, and county personnel said the assessment center amendment was necessary after hiring a full-time assessment coordinator.

County staff explained the voucher related to Page Manor Lift Station is a construction payment and not the final loan payoff. “This is not a pay this is a construction payment. So we haven't closed the loan yet…we're still in the middle of the project,” staff said during discussion.

On transfers of appropriations, staff said most moves were to cover bond payments and that one transfer of $1,900,000 was tied to the jail project; an open encumbrance from 2024 was reappropriated after a blanket purchase order closed and removed the prior appropriation.

The board approved a contract proposal for microsurfacing with Strawser Construction to perform surface treatments on various county roads and roads in the city of Beavercreek. A county representative said the proposal was “right at the estimate” before the board approved signing the contract.

The board approved a subgrant agreement required every two years to continue Medicaid dollars flowing through the Department of Job and Family Services. Staff said the amendment was needed, in part, because the assessment center had contracted for an assessment coordinator and later hired a permanent employee; the amendment also accounted for small computer-equipment items.

Other actions included approving the replat of Lots 3 and 4 in the Rising Hills subdivision in Xenia Township to create a single buildable lot (Lot 4A); authorizing the county engineer to surplus several replaced trucks via GovDeals; approving an amendment to the state fiscal year 2025 reclaim grant (Amendment 3); updating the county classification plan to remove obsolete classifications and reset pay grades; recognizing nine Greene County achievers in the Department of Development; and approving a block of resolutions numbered 25 4 24 12 through 25 4 24 20.
