Devin Stahler said permitting, electrical equipment lead times and newly discovered grade and accessibility issues had delayed the project. The contractor work and inspection timeline put construction completion in the week of September 23 with a public opening expected roughly two weeks after final inspections, depending on Pima County sign‑offs.
Stahler detailed three major change orders: expedited shipping on a critical electrical component (~$10,000), relocation/installation of a backflow prevention device linked to site constraints (~$17,900), and a footer and stem‑wall required by a roughly 19‑inch grade differential across the pad (~$35,000). A smaller allowance (estimated under $5,000) was allocated for ADA grading and an additional drain to route splash‑pad runoff away from the restroom building. Staff said the change orders produced a projected CIP shortfall of about $63,000; the requested $80,000 amendment provides coverage for these changes and minor remaining contingencies.
Council approved the budget amendment unanimously and staff said they would notify council if the schedule improves or if additional change orders arise. Staff reiterated their goal of a late‑September ribbon‑cutting if permitting and inspections proceed as expected.
