Town Attorney John Paladini presented the draft policy and explained it contains a legal and historical analysis supporting the practice of opening meetings with an invocation while instructing speakers not to proselytize or disparage others. Paladini said the policy lays out "who, what, when, where" practical rules, noting that employees may volunteer to give invocations provided they adhere to the policy’s limits.
A council member moved to adopt the resolution; the motion was seconded and the council approved it by voice vote. The adopted policy is intended to provide a consistent, legally defensible approach to invocations prior to meetings and to make expectations clear for those who offer them.
The resolution includes findings and provides an effective date upon adoption; town staff and legal counsel drafted the policy text and will administer the process moving forward.
