Council delays vote on comprehensive fee-schedule ordinance to October 28 for phased implementation and clarity

The Sahuarita Town Council voted to continue consideration of an ordinance that would amend the town’s fee schedule across multiple code chapters until its Oct. 28 meeting to allow staff to clarify implementation dates and consider a phased approach.
Town Manager Mr. Dilley advised the council that the proposed ordinance—amending chapters related to public hearing, development review, zoning clearance, building permits, rights-of-way, miscellaneous fees and parks and recreation—had been drafted assuming all fee changes would take effect in one batch, 30 days after adoption. He said some fees are tied to the La Valita Community Center opening and others affect development and building-industry work. Dilley told the council that some fee increases exceed 50% for a select list of fees and that staff wished to offer clearer, staged effective dates for different sections.
Dilley noted the town had received a letter from a representative for Saba (a stakeholder who requested consideration of a phased approach) and said staff intended to work with that partner. He recommended continuing the ordinance to Oct. 28 so staff could rewrite the ordinance to include a clear schedule: which sections would take effect on which dates.
Mr. Dilley moved to continue the ordinance to the Oct. 28 meeting; the motion received a second and passed by voice vote. No final fee changes were adopted at the meeting; council discussion was procedural and intended to allow more public clarity and coordination with planned facility openings.
