Cocoa Beach hires executive-search firm for city manager recruitment

The Cocoa Beach City Commission approved a piggyback contract to hire Collin Basinger and Associates to conduct the city manager search for a lump-sum price of $32,500.
The action follows notice that current City Manager Wayne Caragino will retire effective Aug. 31, 2025, after 17 years of service, and commissioners voted to proceed with a contracted executive search instead of conducting the search entirely with internal staff. The contract was described at the meeting as an all-inclusive piggyback off a Town of Orange Park agreement and to include candidate screening and background checks.
Commission discussion cited practical limits on staff capacity and a potential conflict when internal staff members may wish to apply. “We have limited staff,” the city attorney said in the discussion, arguing that internal handling would be difficult when staff applicants exist. Another commissioner noted prior experience with the firm and that the firm had previously recruited city managers the commission considered successful.
The commission approved the motion by voice vote, 5-0. The commission encouraged any internal candidate who wished to apply to do so; the search firm will conduct outreach, vetting and background checks under the piggyback contract.
