The Kingman Airport Commission voted to back proposed changes to the airport layout plan (ALP) and to allow a private hangar proposal for property next to the sheriff's hangar to proceed, airport staff and commissioners said.
Airport staff described an RFP issued in fall 2024 for 4650 Flight Line Drive; the evaluation committee recommended Dan Kirkland's proposal after receiving a single response. "Majority of it will be used for storing of his own aircraft. However, he has said that he would like to use it for nonprofit uses, including his flight clinic," airport staff said during the presentation. The commission then moved and seconded a motion to accept staff's recommendation and give the proposal the commission's blessing; the motion passed by voice vote.
Staff told commissioners the proposed hangar would be larger than the small 2,500–3,000-square-foot T-hangars shown in the ALP and would sit at an angle on the ramp to keep aircraft prepping adjacent to the hangar rather than out on the main ramp. The design includes a large shop/hangar bay, a small kitchen, restrooms, a pilots' lounge and a small office. Staff also said the developer plans to install a new sewer line because the existing line dates to World War II and is deteriorating.
Commissioners asked about parking and taxi access; staff said the layout provides room for the sheriff's aircraft to transition across the area and that future Taxiway Bravo will provide additional access. Lease length was discussed: staff said the proposer requested a lease of between 20 and 30 years rather than a 50-year term; staff explained there are options to extend leases later if capital improvements increase property value.
The commission's approval authorizes staff to continue negotiations and to update the ALP to reflect the proposed hangar layout. No formal roll-call tally was read; the action was recorded as passed by voice vote.
