City awards contract to update economic development strategic plan; draft expected this summer

City staff updated the commission on the process to update Kingman’s economic development strategic plan, saying a contract has been awarded and stakeholder engagement is scheduled.
Staff said the city released a request for proposals in January, received 12 responses and City Council approved Chaben Concepts in April to prepare the updated plan. Chaben Concepts previously prepared the 2019 plan and will lead research and assessment, public and business engagement (including surveys and stakeholder meetings), strategy development and finalization with performance metrics and implementation tools.
The update is organized into four phases: research and assessment (economic base, real‑estate mapping and workforce review), community engagement and analysis (surveys, stakeholder meetings and SWOT), strategy development (drafting initiatives and metrics) and finalization (incorporating staff and stakeholder feedback). Staff estimated the project will be completed by July and said commissioners would have opportunities to participate in stakeholder meetings and review drafts prior to council consideration.
