Council approves preliminary plat for Central Subdivision that will create 84 single-family lots

The Kingman City Council approved Resolution 5551 on April 15 to accept the preliminary plat (SB22-006, Central Subdivision, Track 6054) that would create 84 single-family residential lots on approximately 19.13 acres.

Planning staff described the site north of Wallapai Mountain Road and west of Central Street, noted the property’s zoning (R-1-6 and R-MH-6 historically), and said the project proposes lots ranging from roughly 6,091 to 10,049 square feet for an overall density of about 4.6 dwelling units per acre, consistent with the city’s 2040 General Plan. Staff acknowledged the project began in February 2022 and underwent multiple revisions. The applicant agreed to amended conditions of approval that will prohibit manufactured homes on the recorded plat; staff said four lots in the westerly portion would have been the only ones eligible under the older mobile-home designation.

The plat includes approximately 86,836 square feet of area designated for retention; staff recommended the city accept those retention areas despite council’s general direction favoring private maintenance because the project began before recent policy changes. Planning staff noted engineering and utility comments were included in the staff report and that mailed, posted and published notices met statutory requirements. The Planning and Zoning Commission recommended approval 4–0. After a public hearing with no speakers, a council member moved to approve the plat subject to amended conditions 1–6; the council seconded and approved the motion by voice vote.
