The Kingman City Council voted April 15 to issue a 12-month notice terminating the existing lease for the city-owned parking lot at the northeast corner of Andy Devine Avenue and Third Street.
Staff recommended termination after outreach to Werner Fleishman and Fleishman Arizona Corporation, who had proposed purchasing the lot. Manager Walsh told council that staff opposed selling the lot because of limited downtown parking and recommended termination of the lease rather than a sale. The lease requires 12 months’ notice for termination.
Steve Smith, identifying himself as a Kingman resident and a board member for Fleishman Arizona Corporation, spoke during public comment on behalf of Werner Fleishman. Smith said Fleishman invested in downtown Kingman properties (including the Brunswick) and argued that preserving the lease would help those businesses and potential investors, particularly by ensuring parking for patrons. He said a proposed renegotiated lease offering two stalls at the same monthly rate would be “just didn’t make sense,” and urged council to reconsider canceling the lease.
Council discussed the lease rate; staff said the current lease is $50 per month for the whole lot and that Fleishman has been responsible for maintenance under the agreement. A council member moved to terminate the lease and the motion was seconded; the vice mayor called for the ayes and announced the motion carries. Staff indicated a 12-month termination notice will be issued as required by the agreement.
