The Kingman City Council voted April 15 to sell the city-owned building at 519 East Beale Street to the Historic Electric Vehicle Foundation for $925,000 and directed staff to open escrow to transfer title.
Staff told council the property comprises parcels 30308119 and 30308122A and was appraised at $1,010,000. The single bid from the Historic Electric Vehicle Foundation was lower than the appraisal but included a condition that the upper parking lot (parcel 30308122A) remain freely accessible to the public. Staff estimated that if the city maintained the upper parking lot, six-year maintenance costs would total approximately $95,000 to $105,000.
Bennett, a city staff member presenting the item, described the prospective buyer’s plan to expand an existing electric vehicle museum into a standalone facility and said tourism and economic development staff view the proposed museum use as aligned with council goals to attract visitors to Kingman. Council made and seconded a motion to accept the bid; the vice mayor called for the ayes, and “motion carries” was announced.
No council member requested a recorded roll-call vote during the sale motion; the council’s action was recorded as approval.
