House Transportation Committee reviews S.123 provisions on early renewals, Real ID options and DMV outreach

The House Transportation Committee on May 1 discussed sections 15 through 18 of S.123, a miscellaneous motor‑vehicle bill that would let Vermonters renew driver and non‑driver IDs early with a prorated fee, reaffirm existing non‑Real ID options, require DMV outreach, and clarify how gender markers are handled.

At a markup session, Damien Leonard, attorney with the Office of Legislative Council, summarized the principal change in section 15: "Section 15 . . . basically allows someone who holds an operator's license to renew it early, and then prorate the cost of the new license based on the number of years left on their current license." Leonard and DMV staff explained the prorating would round down to full years remaining and that the card's expiration would still run from the holder's next birthday under the current system.

The Department of Motor Vehicles described operational limits for an early‑renewal regime.
