County approves land purchase agreement and easement payments for new DES tower sites

The Lebanon County Board of Commissioners voted to approve a set of agreements to secure locations and access for new Department of Emergency Services (DES) radio towers.
County counsel presented an agreement of sale for an approximately 1.2-acre tract in Union Township, southwest of the Love's truck stop near Litt Dale, to be acquired from John and Susan Layman and the Pilgrim Mennonite Conference for a consideration of $100,000; the agreement term is 120 days for closing and settlement. The board approved the sale by voice vote.
Separately, the board approved two agreements with landowner Jeremy Ream in South Annville Township related to access to a county-owned tower parcel south of Mount Wilson Road. The first is an easement agreement for $5,000 to improve county access to the parcel. The second is a contract in which the county will pay Mr. Ream $5,864 in lieu of installing a fence around the easement area; Mr. Ream executed the easement agreement the day before the meeting.
County solicitor Matthew (county solicitor) told commissioners that the Laymans will transfer half their interest to the Pilgrim Mennonite Conference and that the three parties will then transfer the 1.2-acre tract to the county. The board asked no substantive questions and approved the motions by voice votes.
County staff noted the purchase and easement decisions are steps in the DES tower program to expand radio coverage and access for emergency services. Implementation tasks include settlement within the 120-day agreement term for the Union Township parcel and county coordination to finalize fencing or payment in lieu as described in the Ream agreement.
