Mister Ringle, staff member, presented the policy as a two‑page exhibit to the resolution and said it permits virtual meetings provided there is a method for public participation and identification of speakers. The policy requires 72 hours’ notice for unscheduled virtual meetings and exempts items such as placing a tax levy on the ballot or hiring an executive director from being decided in a virtual meeting.
Board members discussed preferred platforms; staff noted Sunbury uses Zoom and streams to YouTube and offered to coordinate logistics. The board voted 6-0 to approve the resolution. The motion was moved by Mister Elliott and seconded by Mister Coy; recorded yes votes were Mister Elliott, Mister Coy, Mister Musacchio, Miss Sabata, Miss Watson and Miss Greger.
The policy leaves the default as in‑person meetings, with virtual participation available for members who cannot attend in person and with procedures to ensure public access and recorded identification of participants.
