The Clifton Planning Board approved a minor subdivision that adjusts the lot line between 75 Louisa Street (Lot 30.01) and 506 Mount Prospect Avenue (Lot 32). The transfer conveys a 25-foot by approximately 146.72-foot strip (3,670 square feet) from Lot 32 to Lot 30.01; no new construction or impervious surfaces are proposed as part of this application.
Thomas G. Stearns, the engineer representing the applicants Giovanni and Tina Caggia, described the existing conditions and explained that the adjustment will not create new variances and will eliminate one existing side-yard variance for a shed on Lot 30.01. He also testified that the shaded area on Louisa Street shown on historic maps is privately owned and is not a city-owned paper street.
Neighbors raised concerns about stormwater, grading and nighttime vehicle activity in the rear areas accessed from Louisa Street. Stearns and commissioners noted that the subdivision application does not change grading or add impervious area and that city drainage structures stop where the public street ends.
The board motion to approve the subdivision included conditions spelled out at the hearing: no trees shall be removed as a result of the subdivision (and any required replacement if trees die), there shall be no expansion of impervious surface tied to this approval, Naglia Engineering will monitor any future site development, and the Planning Board will retain jurisdiction. The motion passed on roll-call.
