The Vineland City Council on April 15 adopted Ordinance 2025-27, amending Ordinance 96-4 to clarify definitions for offices and substance-abuse counseling or treatment centers and to reference the Planning Board's resolution on harm-reduction center terms. The council voted 5-0 to adopt the ordinance and directed staff to submit it to the mayor for approval or disapproval.
The amendment revises chapter 4-25, article 15, section 4-25-10 to add clarity on word usage and definitions, including how "office" and "substance abuse counseling or treatment center" are defined and how certain harm-reduction services are described in accordance with Planning Board Resolution 6667. The ordinance was presented to the council and opened for public hearing before the final vote.
Supporters and opponents of related zoning changes later in the meeting said the definitions matter because they influence where services such as counseling, treatment, and harm-reduction programs may operate. The council took a roll-call vote: Doctor Arthur, Council member English, Council member Gomez, Council member Vargas and President Spinelli each voted yes; the mayor will next decide whether to approve or veto the ordinance.
The ordinance text and the Planning Board resolution were referenced by staff during the hearing; the council did not attach additional conditions during the final vote. The city clerk was instructed to forward Ordinance 2025-27 to the mayor for consideration.
