Senate panel reviews H.34 to split workforce leadership between Labor commissioner and new executive director

Senate members reviewing H.34 on Labor and Workforce Day heard that the bill clarifies leadership for Vermont’s workforce system by making the Commissioner of Labor and the Executive Director of the Office of Workforce Strategy and Development co-leaders of workforce education, training and employment efforts in state statute.

Why it matters: committee staff said H.34 reorganizes, rather than creates, authority to reduce overlapping duties after the 2024 creation of the new office. The bill is intended to align state responsibilities with the federal Workforce Innovation and Opportunity Act (WIOA) while setting out distinct administration and strategy functions for the two leaders.

In testimony, Rick Segal of the Office of Legislative Council told the committee that "most of what H.34 does is moving words around" and that the bill "makes it clear that the Commissioner of Labor and the Executive Director of the Office of Workforce Strategy and Development shall be the leaders of workforce education and employment and training in the state."
