The Panama City CRA on April 15 approved a fiscal‑year 2025 memorandum of understanding (ninth amendment) with the World Changers Organization to fund exterior repairs to residential homes within designated boundaries of the Downtown North and Millville districts.
Under the MOU the CRA will reimburse materials and supplies — labor is provided by World Changers volunteers — with an amount not to exceed $30,000 for the Downtown North District and $30,000 for the Millville District. Staff said the funding is intended to help eliminate blight and improve home exteriors; World Changers provides volunteer labor to perform the work.
Staff and board members discussed outreach and application assistance after public commenters said some residents were not aware of past application opportunities. Staff said it will coordinate improved outreach, including mailings and outreach at the Glenwood Farmers Market; staff also indicated it will coordinate with community partners such as PC Senior Living to increase awareness.
The board moved, seconded and voted to approve the MOU amendment; the roll call showed unanimous approval.
