Committee declines to award Park 125 snowmaking contract after sole bid exceeds budget

At its April 30, 2025 meeting, the Green Bay Improvement Service Committee voted to not award the Park 125 Triangle Hills Snowmaking Improvements contract after the lone bid exceeded available funding.
Director Ditchat of the Park, Recreation and Forestry Department told the committee the city had bonded roughly $350,000 for the project. "Our budget for the project was 350,000, a little bit more. More, but that's what we bonded, last year in 2025 for this project," he said. He added the engineer's estimate had been in line with that amount but the single bidder, Millbot Construction Services, returned a price above the city’s funds.
Committee members approved a motion not to award the contract. The committee discussion and staff presentation made clear the city lacks the funds to accept the sole bid and is revising the project scope so it can proceed within the current budget.
City staff said the revised scope will focus on installing utility lines — water, sewer, electric and gas — "just what we need to get the snow making equipment there." The city will not build the originally proposed heated garage at this time; staff said they are exploring alternate ways to safely store equipment on site without a heated structure.
The action taken was administrative: do not award the current bid and direct staff to work with consultants to simplify the scope so the infrastructure can be installed this year if possible. No contract award occurred at the meeting.
