On April 29 the Committee on Housing, Sustainability, Economy and Health recommended reporting Bill 29 (2025) out for passage on third reading after amending the measure to align multiple repeal dates.
Bill 29 would extend the real property tax exemption for qualifying affordable rental dwelling units (affordable rental housing) from 10 years to 15 years in the Revised Ordinances of Honolulu. The committee posted a proposed CD1 (OCS 2025-0341) and distributed a hand-carried CD1 (OCS 2025-0356) that, according to the chair, aligns repeal dates in ROH sections 8-10.33, 10.30.4 and related sections to a consistent repeal date of June 1, 2030.
No department staff from Budget or Fiscal Services were present for this item, and no public testimony was offered. The chair recommended amending the bill to the hand-carried CD1 and then recommended that the amended CD1 be reported out for passage on third reading; with no objections, the recommendations were ordered.
