City departments outline road‑rehabilitation process and new data tools for Oahu streets

City public‑works officials gave a joint presentation on the island’s road rehabilitation process, explaining how pavement condition is measured, how preservation treatments are selected, and how the city schedules resurfacing and reconstruction projects.
Gene Albano, Director of the Department of Facility Maintenance (DFM), said the city manages roughly 4,000 lane miles and that surface life is affected by traffic, aging materials and increasingly intense rainfall. DFM Deputy Director Warren Mamizuka and Chief Tyler Sugihara reviewed common pavement distresses (including alligator/cracking, block cracking, edge cracking, potholes, raveling and weathering) and described the mobile data‑collection vehicle used to gather pavement imagery and metrics about roughness and cracking.
Sugihara described the pavement condition index (PCI) used to set treatment thresholds: PCI 71–100 is considered good (typically maintained with crack seal), 56–70 is fair (mill and fill recommended, expected life extension 5–7 years) and 0–55 is poor (rehabilitation or reconstruction projects). The DFM maps PCI segments island‑wide, and the Department of Design and Construction (DDC) packages worst‑condition streets into Rehabilitation of Streets capital projects for design and construction.
Roger Morton, Director of Transportation Services, said DTS will coordinate complete‑streets elements, traffic engineering and outreach for major projects and offered to brief the council on service changes tied to the Skyline opening. DDC Director Haku Millis described the department’s role in packaging and designing projects and in coordinating utility work so resurfacing is not undone by later excavations.
DFM also described a one‑year pilot to equip city fleet vehicles with a telematics "g‑tag" to collect vertical roughness data passively, supplementing the biannual consultant survey; department staff said the pilot could be in place by year‑end. The departments provided examples of upcoming FY25 resurfacing work funded at $10 million, including King Street, Metcalf, Middle Street, School Street and Kalia Road segments in Waikiki.
Committee members asked about data availability and mapping of jurisdictional responsibility; DFM said ownership maps (city, state, federal, private) have been developed and staff plan to make PDFs and interactive views available to council members and the public after further quality checks. Members also raised questions about materials (asphalt vs. concrete), lifespan of repairs, root damage from street trees, and coordination with utilities; staff described tradeoffs and coordination practices.
DFM provided a hotline (808‑768‑7xx) and an email (dfmroads@honolulu.gov) for constituent reports; they also noted City Works is used to track service requests and work orders.
