The Committee on Planning, Infrastructure and Transportation amended Bill 6 (2025) to CD2 and reported the measure out for passage on third reading. The bill revises the City's code relating to structures on, above, or below public sidewalks or malls and removes obsolete permitting requirements.
Council Member DeSantos Tam, the bill introducer, said the CD2 removes antiquated regulations such as permits for payphone enclosures and repeals provisions established in the 1960s that regulated freight chutes and freight elevators — structures the city no longer uses. "When they established this ordinance, they did it because they wanted to phase out freight structures and freight elevators," Dos Santos Tam said, noting the provisions are now obsolete.
Andy Kawano, Director of Budget and Fiscal Services, asked for clarification on "curbside tellers," indicating he thought they might be ATMs; the introducer confirmed there are existing deposit or teller units in some districts. A remote testifier, Angela Melida Young, urged the council to consider an omnibus repeal of outdated provisions rather than addressing them one-by-one.
The chair amended the bill to the posted CD2 and recommended passage on third reading; with no objections the bill as amended was reported out for passage.
