The Committee on Planning, Infrastructure and Transportation reported out Resolution 25‑110 approving the Department of Transportation Services' FY25 Title VI program, a three‑year update required by the Federal Transit Administration to document nondiscriminatory transit service and amenities.
Roger Morton, Director of Transportation Services, described the Title VI review as a look back over the last three years to analyze service distribution and any disparate impacts across minority census tracts. "What we do is we analyze various parts of the service," Morton said. He said staff also are assessing transit impacts tied to the planned opening of Skyline segment 2 as a separate effort from the three‑year review and offered to brief the council again before Skyline's grand opening.
Committee members asked whether route changes tied to Skyline would require council approval; Morton said service adjustments would not require council action but the department would provide informational updates. Kent Yang, project manager for the Title VI update, clarified terminology used in the draft concerning "circulator" versus "circular" route classifications.
The chair recommended the resolution be reported out for adoption; with no objections the committee reported the measure to the full council.
