Staff informed the Villa Rica City Council that the city will need to refund $177,651.98 from the tax allocation district (TAD) account after Carroll County’s tax commissioner refunded a taxpayer following an assessment appeal.
Miss Hallman told the council the Arbors apartment complex appealed an assessment based on occupancy; the tax commissioner refunded the taxpayer and the city must now reimburse the county to make the tax commissioner whole. The staff presentation made this an information item only; no action was required that evening beyond disclosure and planned reporting to the TAD joint commission.

Staff explained that the certification is required to allow the Board of Assessors to prepare notices and that certifying the prior year’s millage rate is permissible; the certification is not legally binding for the later millage adoption process in July and August.
