The Villa Rica City Council voted unanimously to award the low bid for milling and resurfacing on Church Street and the Main Street plaza parking area to Magnum Paving Incorporated and authorized the city attorney to prepare the contract.
Public works staff member Mr. Teal told council the project covers Church Street from North Carroll Road to U.S. 61 (Dallas Highway) and includes the plaza parking area near the police station. “We had five bidders,” Teal said, and staff recommended awarding to the low bidder, Magnum Paving.
Nut graf: The council approved the bid after staff said the city would use a 2025 VEIL supplemental award from the Georgia Department of Transportation plus local matching funds to cover the project. Staff reported the low bid figure to the council during the meeting and asked for authorization to finalize the contract documents.
Council members asked whether the funding was in the current budget; Teal said the VEIL supplemental from Georgia DOT would provide the bulk of the funding and that there would be some leftover funds. Councilman McCoy noted the agenda cover sheet originally listed the contract amount as “to be determined;” staff explained the bids were submitted that day and the final dollar amount was now available.
On a motion to approve the bid, Council authorized the mayor and city attorney to execute the contract documents once prepared. The motion recorded the low bid at approximately $103,915 and carried unanimously.
Ending: Staff said awarding both Church Street and the adjacent Main Street work to the same contractor should reduce disruption to businesses and simplify scheduling; the contract will be finalized by the city attorney and returned to the mayor for signature.
