Council OKs $5.0 million for water-main projects; combines loan and enterprise fund uses

The Malden City Council approved two related orders May 1 that together appropriate $5,007,500 for water-main reconstruction and associated roadway work.
Paper 1 69-25 authorizes $3,507,500 to design and construct water mains; the treasurer, with the mayor’s approval, may borrow the amount under MGL c.44 §8(5) or use the Massachusetts Water Resources Authority local water system assistance program. Paper 1 70-25 appropriates $1,500,000 from water/sewer retained earnings to pay additional project costs.
Councilor Lauren McDonald, presenting the items in Finance Committee, said the measures keep the city on a scheduled program of repair and replacement. “The amount of money that we've saved from water that had been leaking from our aging infrastructure…has been, I think, in the millions of dollars,” McDonald said, adding the work reduces lost water and improves financial efficiency.
The council voted to adopt both orders by roll call; all members present voted yes. Councilors said the mix of cash and borrowing was chosen to use available enterprise fund reserves while borrowing under favorable MWRA programs for the remainder. The measures are part of an on-going multi-year capital plan and will be implemented by the city’s water and public works departments.
