On the Rice High School item, staff described two options: reinstate educational facilities as a conditional use in the low‑scale neighborhood district (which could open other neighborhoods to private K‑12 proposals) or adjust the zoning boundary to include Rice in the adjacent high‑scale mixed‑use (HSMU) district. Commissioners agreed the easier path was to move Rice High School into the HSMU district; staff will prepare a boundary adjustment for the commission’s packet. As one commissioner noted, moving the boundary would align the campus with similar nearby institutional uses and avoid a citywide reopening of conditional‑use policy for low‑scale neighborhoods.
Commissioners also indicated support for the two other technical fixes. On ADUs, the commission favored letting small accessory units use a basement for living or storage area where allowed; staff said such changes are consistent with the city’s housing goals and have modest neighborhood impacts. For small mixed‑use cases, commissioners directed staff to clarify that 1–4 units internal to a commercial building should be treated as mixed‑use so that incremental conversions do not trigger unnecessary reclassification as single‑family or duplex lots.
No formal vote was taken at the meeting; commissioners expressed consensus and asked staff to draft ordinance text reflecting the three changes for future review.
