Clerk Treasurer Janhardt opened the item as a second reading of Ordinance 2025-4 to annex noncontiguous territory into the city. Councilmember Richard Horton made the motion to pass on second reading; it was seconded by Rick Cozard. The council voted by voice vote to approve the ordinance; the meeting record shows the motion passed unanimously.
Council discussion was brief. A councilmember noted that a percentage of property owners in the area indicated support for the annexation. City staff described the parcel as the water plant that had been in county jurisdiction and that annexation would bring the plant into city limits.
