Parent says FCPS lunch pickup change is harming some students; requests policy review

A parent urged the Special Education Citizens Advisory Committee on April 28 to ask FCPS policy leaders to review recent Food and Nutrition Services guidance after the district directed schools to stop allowing staff to pick up lunches for students.

The parent — who identified herself at the meeting and also sent written letters and student‑authored letters to CCAC and the Board of Education — said the prior arrangement had allowed staff to “order and sign for lunches in the classroom,” which staff then collected for students. The parent said the change left some students with significant anxiety or sensory issues choosing to skip meals rather than navigate busy cafeterias.

The parent asked the committee and FCPS to consider exemptions or transition plans for students with disabilities when district or state–federal requirements affect established classroom accommodations. She said the prior classroom collection arrangement "altered their independence, life skills, and also respected their student needs" and that sudden changes without transition or support can conflict with FCPS’s equity goals.

Committee chair Jamie Shoppeland noted the parent had already shared written comments with staff and said FCPS staff (referenced in the meeting) had begun working on the issue. The parent requested CCAC follow up at a future meeting when the committee has a quorum so the committee can consider a formal request or recommendation to district policy staff.

What was discussed: The parent described a specific operational change by Food and Nutrition Services and asked FCPS to review the change’s impact on students with disabilities and to coordinate future implementation with special education staff so accommodations and transitions are planned in advance.

What was not decided: No motion or vote occurred; the item was raised during public comment and the committee did not take formal action at the meeting (no quorum). The parent asked that CCAC circulate the student letters and suggested the policy committee consider ways to allow reasonable accommodations when federal or state requirements trigger operational changes.

FCPS staff involvement: The parent and CCAC chair said FCPS staff (Troy and others referenced) were already involved in discussing the issue with Food and Nutrition Services. CCAC said it would circulate the parent’s emailed letters to committee members and follow up on the request for a policy review at a future meeting.
