Geneva council approves up to $800,000 in transformer purchases to maintain electric service

The Geneva City Council approved Resolution 2025-44 authorizing staff to accept bids and purchase distribution and service transformers from the four lowest responsive bidders up to the fiscal-year budgeted amount of $800,000.
Mr. Bavica, speaking for the electric utility, told the council that bids were opened April 7 and evaluated on completeness, cost and delivery time. He said the materials meet the City of Geneva’s specifications and Department of Energy efficiency standards, and that staff will choose vendors at the time of order based on price and lead time.
Councilors asked how many transformers the budgeted amount would buy and whether the city is purchasing for planned replacements or on an as-needed basis. Mr. Bavica said the appropriation authorizes purchases up to the budgeted amount and that transformers bought under this authorization will replace service transformers for existing customers; lead times, he said, have fallen back toward pre-COVID levels. The council was told staff may bring a budget amendment if a specific project requires more funding than was included in the fiscal-year budget.
Resolution 2025-44 passed 8-0, with two council members absent. Councilors said the authorization allows the utility to maintain reliable electric service by buying transformers as needed and managing lead times and delivery schedules through vendor selection at the time of order.
