BID board receives preliminary estimate of $475,000 in 2025 assessment revenue

The Downtown Business Improvement District board reviewed a preliminary estimate of assessments for 2025 and heard that, based on appraiser-provided figures, the assessment could generate approximately $475,000 for the district.
Julian Oviedovsky, president of the Downtown Business Improvement District, told the board the numbers were preliminary information provided by the Weld County appraisers office and the district’s contracted assessment consultant. He said the figures would take a few months to finalize and advised the board to be conservative in planning.
The board discussed likely uses for assessment revenue if the preliminary total holds, including graffiti removal, lighting, maintenance of tourist-facing improvements and irrigation repairs. Oviedovsky said some maintenance items currently fall outside existing vendor responsibilities and could be assumed by the BID once funds are collected.
Board members also discussed the collection process. A private firm, Tax Utility Service, was named as the intended collection vendor but was not present at the meeting; the board agreed to arrange a future meeting to hear the vendor explain the assessment-collection process and how challenges to assessments would be handled.
No formal vote was taken on budget or spending; members said they would wait for final appraiser figures before adopting revenue and spending plans.
