The Board of Zoning Adjustment approved application 21277 to add a third story with a roof deck and a three‑story rear addition at 1513 D Street SE, granting lot‑occupancy relief under Subtitle E.
Architect Jennifer Fowler and homeowner Erica Spencer presented the proposal and a sun‑study depicting shadow impacts. Fowler noted the addition increases lot occupancy by about 116 square feet and that the project does not exceed the 10‑foot rear‑yard extension beyond adjacent homes.
Office of Planning representative Shepherd Newman said OP recommended approval and had no objections on the record. The applicant provided letters of support from both adjacent neighbors and ANC 7D voted unanimously to support the project, Fowler said.
Board members found the lot‑occupancy and shadow impacts did not create an undue adverse effect on neighboring properties. The board voted to approve the application; staff recorded the vote as 4 yes, 0 no, 1 absent.
The approval permits the owner to pursue building permits in line with the approved plans; the decision preserves standard avenues for neighbors to raise code or permit concerns with DOB or other agencies.
