Lycoming County opens FY2025 CDBG application period; public workshop set May 13

Lycoming County staff announced the opening of the federal fiscal year 2025 Community Development Block Grant (CDBG) program at the commissioners’ meeting May 1, and set a public workshop and hearing to help communities apply.
Monica Fox, project coordinator with the County’s planning/grant administration partner, said Lycoming County expects an estimated allocation of $276,255 for FY2025, the same amount the county received for 2024. Eligible activities include housing, community infrastructure, economic development and public services; specific projects can include property acquisition, park and senior facility work, water and sewer improvements and removal of architectural barriers for people with disabilities.
Fox said a public hearing and project-development workshop will be held at 6 p.m. on May 13, 2025, at Third Street Plaza, Conference Room 319. Project summary forms will be due June 6, 2025, at 3 p.m.; the commissioners will select projects July 17 at 10 a.m.; and a final public hearing is scheduled for Sept. 4 at 10 a.m. She advised applicants that projects generally must serve areas that are more than 51% low-to-moderate income to be eligible under CDBG rules.
Fox described the program’s funding source as U.S. Department of Housing and Urban Development dollars distributed through Pennsylvania’s entitlement formula and noted Pennsylvania Act 179 as the state statutory mechanism supporting the program in counties that participate.
County staff encouraged municipalities and nonprofit organizations to attend the May 13 workshop or submit a project summary to Fox by the June deadline.
