The staff member said the design-build route had been considered previously during permitting and gives the city more flexibility to shape the project and control costs. The goal is to have a contract in place this summer, with staff citing June or July as targets.
The single respondent also offered construction techniques that could reduce cost without eliminating project elements, the staff member said. No formal vote was taken; staff will continue procurement work under the design-build approach and return with any contract for approval when ready.
